Launcher/Updater developers

Hi, could anyone please recommend a developer for a launcher/updater that you've had a good experience with?

Ideally, I'm looking for someone with a reliable solution that's compatible with all commonly used versions of Windows.

SphereWeb version 2 has a launcher; the developer is currently working on version 3.
