After acquiring the skill from the Fishing Guild Member, it automatically appears on the screen, even when the character is far from the water. The skill remains persistently available, even after the character restarts.

In official Lineage II Classic, the fishing mechanic has been automated: upon entering a valid fishing area, the "Start Fishing" icon automatically appears in the interface. Important: this icon appears even without a fishing rod and bait equipped. However, clicking it only initiates fishing if the character has the rod and bait equipped. Upon leaving the fishing area, this contextual button should not remain visible.

“Should it appear only when approaching the water and using the rod?”

Almost. The retail Classic behavior is:

The character arrives at a valid fishing area.

The fishing button/icon appears automatically.

The rod does not need to be equipped for the button to appear.

To actually start fishing, the character must have a fishing rod and bait equipped.

Outside of a valid fishing area, the contextual button should not remain permanently on the screen.

You are absolutely right fishing in "Lineage II Classic" is automatic. You just forgot that Lucera is INTERLUDE ! "Classic" is just the client. All of this is being caused by your interface.

You're wrong; it's not caused by the interface. What Lucera is missing is the correct fishing zone. If you don't know what you're talking about, you'd be better off keeping your comments to yourself—I've already obtained the necessary fix.

Once again, answering your first question, the window appears because of your interface!
 
And Yes, the Lucera fishing zones are actually pretty bad, they need to be redone to be 100% right.
The command only appears because the fishing zone was poorly designed; with this fix, the button doesn't show up—even with a custom interface. You don't know the first thing about this, so hold your tongue.
